Takashi Mikami, an elite Ministry of Education bureaucrat who graduated from Tokyo University, became a bureaucrat in the Ministry of Education in the hope of ‘changing Japanese education’, but finds that the reality is far from what he expected. The educational reforms that were intended to develop the ability to ‘think’ are only in name, and instead of reforming, Japan's central authorities are only concerned with their own self-preservation. Furthermore, they realise that even the field of education, where children dream of the future, has become an instrument of power struggles between adults. Under the newly established bureaucratic dispatch system, Mikami is transferred to a private high school. In effect, this is a leftward shift for an elite bureaucrat... However, Mikami decides that if he cannot change the system even if he is on the side of the creators, he should raise his voice from the frontline and destroy the system from within, and stands up to the authorities while guiding 18-year-old high school students living in the age of 2025. A ‘bureaucrat’ and ‘teacher’ in the Ministry of Education destroys Japanese education, which has been corrupted by the authorities.
